This category is used to document individuals, groups, and organizations that are not officially state institutions, but have played roles in power structures, repression, corruption, or support mechanisms. It includes private individuals, companies, proxy organizations, semi-official entities, and any non-governmental actors whose actions have had real-world impact. The goal is not judgment or accusation. The goal is documentation, connection, and preservation of memory.
